guide">

    Quick answer

EV charging can work without internet access if the charger has power and supports the required local functions. An existing session may continue, and approved users may start new sessions through locally stored RFID credentials or compatible Bluetooth access. Local power control and transaction recording can also remain available. Cloud commands, live roaming authorization and online payment may be unavailable until connectivity returns.

The result depends on charger firmware, authorization settings, local communications and the software integration. “Offline capable” should describe tested functions, rather than a promise that every charging service keeps working.

For a charging operator, the practical question is whether drivers can receive energy, the site can stay within its power limits, and each session can be accounted for afterward. Those are separate requirements, with different dependencies.

This guide explains what to check before an outage, what may remain available during one, and how to verify recovery. It focuses on offline behavior; for the broader principles of power allocation, see our EV charging load balancing software guide.

What Does Offline EV Charging Actually Mean?

Offline EV charging means a charging station performs specified functions while its connection to the charging management system is unavailable. It may still communicate with the vehicle, a local controller, an electricity meter or a nearby phone.

First identify which connection failed. A phone without mobile data, a charger without internet, a backend outage and a failed local network produce different results. Losing site internet does not necessarily break communication between equipment on the same functioning local network.

Phone connection lost: an app or QR payment page may fail even when the charger remains online.

Charger-to-cloud connection lost: the charger may use its own authorization rules and stored records.

Local communication lost: the charger may lose meter readings or instructions from an onsite controller.

Electrical supply lost: charging stops unless a suitably designed backup energy system supplies the installation.

A backup router can improve connectivity, but it does not provide charging energy or repair a failed controller. Define the outage before choosing the fallback.

What Works Online, Offline and After Reconnection?

The following comparison is a planning framework. The Open Charge Alliance describes ongoing transaction continuity and buffering in its OCPP uptime guidance.

Nevertheless, internet loss can coincide with another failure. A router reboot might also remove a local control path, or a charging profile might expire during a prolonged outage. Test the complete installation rather than assuming session continuity from the protocol name.

Drivers also need a usable way to finish charging. Verify the supported local stop method, vehicle behavior and connector release procedure. A remote stop request cannot act on a charger while its communication path remains unavailable.

How Can Drivers Start a New Session Offline?

Starting a session requires an access decision. During an outage, that decision must come from an available local mechanism or a separately functioning service.

RFID: Local Authorization Lists and Cached Credentials

A local authorization list contains identifiers approved for the station. An authorization cache stores results from previous authorization checks. They serve different purposes: a planned access list can include drivers who have never used that charger, while a cache depends on previous activity.

OCPP 1.6 settings such as LocalAuthorizeOffline, LocalAuthListEnabled and AuthorizationCacheEnabled affect these workflows where implemented. The Open Charge Alliance includes valid and invalid identifier scenarios in its OCPP 1.6 test documentation.

For a fleet depot, confirm that approved drivers are provisioned before connectivity fails. Test expired credentials, recently revoked cards and a driver arriving at a different charger. An offline station cannot learn a new cloud-side revocation until that update reaches it.

Bluetooth: A Local Access Path for Compatible Chargers

Bluetooth can allow a nearby phone to communicate directly with compatible hardware. However, the app must also support offline permissions. A Bluetooth radio alone is insufficient if every start request still requires a cloud login or a fresh online token.

Verify pairing, previously issued credentials, phone permissions and operation after restarting the app. Test with the charger disconnected from the internet and the phone without mobile data, so another connection does not hide a dependency.

Open Access and Unknown Credentials

Some installations permit automatic charging or accept unknown identifiers offline. That can improve access but creates a commercial decision: the operator may deliver energy without a verified payer. Define who may use this mode, its limits and how costs will be handled.

Automatic start is also different from certificate-based ISO 15118 Plug & Charge. Do not assume either workflow works offline without verifying its specific authorization requirements.

Can Load Balancing Work Without Internet?

Yes, if the power-control decisions are made locally and the required equipment continues communicating. A charger or onsite controller can use local meter readings to allocate capacity without consulting a cloud service for every change.

This is a practical architecture distinction. Tesla, for example, states that its supported Wall Connector power-management features do not require internet access. Its documentation also specifies equipment and compatibility conditions. That is a product-specific example, rather than a guarantee for other hardware. See Tesla’s power-management documentation.

For your site, identify where the meter data is read, where the allocation is calculated, and how limits reach each charger. Then separate three tests: internet failure, meter communication failure and controller failure.

Example to test: a workplace loses internet while several vehicles are charging. If its local controller and meter remain available, it should follow the agreed local allocation policy. If meter readings also stop, the system needs a defined fallback rather than relying indefinitely on the last measurement.

Fallback may involve reduced allocation or suspended charging, depending on the approved design. The site’s electrical designer should define appropriate limits. A local controller is not a replacement for electrical protection, and retaining a previous cloud profile does not prove that dynamic control still works.

What Happens to Session Data, Billing and Payments?

Recording energy use, calculating a bill and collecting payment are separate processes. A charger may preserve enough information to reconstruct a session even though a payment service is unreachable.

During procurement, request the actual buffering specification: retained fields, storage capacity, retention behavior and what happens after a restart or a full queue. Specify charger and connector identifiers, user identifier where available, timestamps, start and end meter readings, units and session-end information.

For time-based or time-of-use pricing, test clock accuracy and tariff handling. A record uploaded later should retain the relevant event time. Decide which tariff version applies and how sessions spanning a tariff change are handled.

Commercial access deserves its own test. A QR code may only open an online checkout page. A saved payment card does not guarantee a new payment can be authorized without connectivity. Any offline card acceptance must be explicitly supported by the payment integration, with its own limits and reconciliation procedure.

Similarly, a roaming card may work only if an applicable local permission exists; live approval from an external mobility provider may be unavailable. Clarify whether charging records can be billed under the relevant partner agreement.

Hardware vendors can distinguish local charging from paid services. Tesla’s commercial site FAQ, for example, separates internet-independent power management at free sites from the connectivity needed for its billed charging service.

What Must Happen When Connectivity Returns?

Recovery is complete when operating state and financial records are trustworthy again, rather than when the dashboard first shows “online.” Use a defined recovery sequence:

Restore communication: verify that the station reaches the intended backend and reports its current state.

Upload retained transactions: preserve session identity and original event times.

Check completeness: compare meter readings, session endings and missing records.

Prevent duplicate processing: retries must not create duplicate sessions or charges.

Refresh policies: reconcile permissions, tariffs and charging limits with the local state.

Review exceptions: investigate unknown users, rejected authorization and unsettled payments.

Also decide how stale commands are handled. An old remote instruction should not accidentally affect a later session. Test repeated reconnects and simultaneous recovery across multiple stations, including any controlled ramp-up needed at the site.

The backend should distinguish delayed transaction evidence from live status. An offline badge alone cannot prove that no energy was delivered during the outage.

How to Test Offline EV Charging Before Deployment

Use representative production hardware and record the firmware, configuration, outage duration and observed result. It also identifies later synchronization as part of the configured workflow.

That example demonstrates a project approach; it does not establish universal offline support across every charger or payment setup. For a new network, review the access, energy-control and recovery requirements with the TrendPower EV Charging Point Management System team against your intended hardware.

If your design includes DLB Edge or another onsite controller, request a written responsibility map covering local decisions, meter dependencies, fallback behavior and reconnection. Include the expected outage duration and functions you need to preserve so the project discussion can focus on compatibility, dependencies and acceptance tests.

    Discuss Your Offline Charging Project

Offline EV Charging FAQs

Can I charge my EV without Wi-Fi?

Often, yes. Some chargers provide local operation or use another connection. Verify your model’s authorization and scheduling requirements; losing Wi-Fi does not itself mean electricity is unavailable.

Does OCPP compatibility guarantee offline charging?

No. OCPP defines communication capabilities, but usable offline operation depends on implemented features, firmware and settings. Test the required workflow on the exact charger and backend combination.

Will scheduled charging work during an outage?

It may if the schedule is stored and executed locally with a working clock. A schedule that requires a fresh cloud command may not. Check execution location and behavior after restart.

Can drivers pay by QR code while the charger is offline?

Not necessarily. Checkout may need phone internet, payment authorization and a working command path to the charger. Test all three rather than treating the QR code as offline access.

Will every offline event appear in the dashboard later?

Not automatically. Transaction buffering and diagnostic logging can have different scopes. Confirm which records are retained, their capacity limits and what the backend can reconstruct after recovery.

Technical references and project example

Open Charge Alliance: Improving Uptime Monitoring with OCPP

Open Charge Alliance: OCPP 1.6 Test Case Document

        Tesla: Wall Connector Power Management

Tesla: Commercial Wall Connector Site Configuration FAQs

TrendPower: U.S. Home EV Charging Platform Case Study

Quick answer EV charging can work without internet access if the charger has power and supports the required local functions.
